Council approve IMO’s Strategy and high level action plan for 2016 to 17
At its twenty-eighth extraordinary session, the Council considered the draft texts of the Assembly resolutions on the Strategic Plan for the Organization for the six-year period 2016 to 2021, the High-level Action Plan of the Organization and priorities for the 2016-2017 biennium; and the Application of the Strategic Plan and the High-level Action Plan of the Organization. The Council approved:
- the Strategic Plan for the Organization (for the six-year period 2016-2021), given in annex 1;
- the High-level Action Plan of the Organization and priorities for the 2016-2017 biennium, given in annex 2; and
- the draft Assembly resolution on the Application of the Strategic Plan and the High-level Action Plan of the Organization, given in annex 3 of the enclosed PDF.
Increased limits of liability for maritime claims enter into force under 1996 LLMC Protocol
Amendments to increase the limits of liability in the 1996 Protocol to amend the Convention on Limitation of Liability for Maritime Claims, 1976 (LLMC Protocol 1996) enter into force from 8 June, raising the amount claimable for loss of life or personal injury on ships
What does this mean?
All ships of 400 - 999 GT that are required to hold a Certificate of Insurance under s section 363 MTA and all ships of 1000 GT and more that are required to hold a Bunker Certificate of Insurance under s 363A MTA will have to have insurance that meets the new, higher limitation of liability amounts from 8 June 2015.
What does this mean in practice?
In most cases, existing cover with P & I Clubs will meet the new requirements, and shipowners can continue to rely on their existing certificate of insurance. However shipowners should check their current insurance against the new limitation of liability for their ships, which is assessed by reference to the gross tonnage of the ships.
IMO agrees to mandatory SOLAS amendment for ship lifting appliances
New Zealand celebrated a significant victory at IMO after more than eight years work, with member states agreeing that there was a compelling need for an amendment to the Safety of Life at Sea (SOLAS) Convention covering onboard lifting appliances – cranes, loose gear and winches.
