Marine Protection Rules Part 142B: Documents (Record Books & Manuals) – noxious liquid substances

Part 142B is concerned with the standardised recording of shipboard operations involving noxious liquid substances and their discharge, and the provision of shipboard manuals to guide crew involved in operations involving such substances.

Part 142B gives effect to Regulations 14 and 15 of Annex II of MARPOL 73/78 and, in respect of manuals, the internationally-agreed interpretation that the Annex's discharge and certification provisions require each ship to have a Procedures and Arrangements manual.


Part 142B of the marine protection rules applies to:

  • all New Zealand ships, warships and other ships of the New Zealand Defence Force

  • all foreign ships under New Zealand jurisdiction that carry noxious liquid substances in bulk.

History of Part 142B

Part 142B came into force on 20 August 1998.

This Part was amended by Marine Protection Amendments Rules – Control of Pollution by Noxious Liquid Substances in Bulk, MARPOL Revised Annex II (Parts 100, 101B, 103, 140, 141, 142A, 142B and 143) in 2008.
