Engaging a surveyor

Under MOSS, maritime operators can now engage a surveyor directly. Your vessel survey can be done by any surveyor, so long as they have been recognised (approved) by Maritime NZ to carry out survey work.

Operators should contact a recognised surveyor (listed below) and check that they hold the appropriate recognition for the type of vessel to be surveyed.

Before starting the survey, the surveyor should adjust the template provided by Maritime NZ, to reflect your vessel’s requirements and characteristics. They only need to use the parts of the template that relate to your vessel.

Maritime NZ does not set the fees charged by surveyors. You can manage your survey costs by comparing surveyors’ charges before you engage them. You can also share the costs of travel time with other operators in your area by having your vessels surveyed at the same time.

Specialist surveyor, authorised person and competent person recognition categories

Recognition category Scope of recognition
Authorised person - recreational diving boats to 6 metres Inspecting commercial recreational diving boats of 6 metres or less in length that do not proceed more than 5 NM from the New Zealand coast for compliance with the code of practice provided as Appendix 8 to Maritime Rule Part 40A.
Authorised person - fishing boats to 6 metres Inspecting fishing boats of 6 metres or less in length that do not proceed beyond enclosed water limits or more than 2 NM from the New Zealand coast for compliance with the code of practice provided as Appendix 5 to Maritime Rule Part 40D.
Authorised person - light craft Inspecting light craft and auditing light craft operations, as required under Maritime Rule Part 40F.
Surveyor - carriage of livestock Inspecting the penning arrangements and stability for ships used for the carriage of livestock (Maritime Rule Part 24C section 4).
Surveyor - novel craft Survey and issue of certificate of fitness of novel craft as required by Maritime Rule Part 40G.
Surveyor - high-speed craft For the issue of high-speed craft safety certificate as required by Maritime Rule Part 40F.13.
Surveyor - MARPOL/IOPP Survey for evidence of ship compliance with the pollution prevention equipment and survey requirements of MARPOL. Marine Protection Rule Part 101A.8.
Surveyor - electrical systems Inspection and testing of electrical systems on board ships. Refer Maritime Rule Parts 40A, 40C, 40D and 40E.
Surveyor - radio equipment Undertake radio surveys as required under Rule Part 43.6(1) and 43.6(2).
Radio inspector Undertake radio inspections as required under Rule Part 43.6(3).
Compass adjuster Adjustment of adjustable magnetic compasses on ships. Refer Maritime Rule Part 45.
Competent person - lifting appliances Inspection and load testing and inspection of lifting equipment and cranes on ships. Refer Maritime Rule Part 49.4-11.
