Entering into MOSS

Information for operators on how to enter their commercial operation into MOSS.

New operations require a Maritime Transport Operator Certificate (MTOC).

Operators must prepare a Maritime Transport Operator Plan (operator plan) and apply for a Maritime Transport Operator Certificate (MTOC).

 

The process (step by step)

Ideally you need to start the entry process six months before your new operations begin.

1. Talk to your local Maritime Officer

Their free advice could save you valuable time and money.

2. Ensure vessel safety

Make sure all vessels in your operation have a current Certificate of Survey completed by a recognised surveyor.

3. Develop your operator plan

Review your safety system and develop a Maritime Transport Operator Plan (operator plan).

Begin these next steps three months before your new operations begin.

4. Apply for your certificate

If you have not done so already, download and read Applying for a Maritime Transport Operator Certificate (MTOC) for guidance on how to apply.

Then apply for an MTOC by completing the following application documents:

  • MTOC application form
  • operator plan
  • fit and proper person form

5. Send us your application

There are several options for you to send your application documents to MNZ, by email, courier or post:

6. Confirmation your application is received

You will be invoiced once we have checked your application for completeness and formally received your application. A reference number and instructions explaining how to pay will be sent with the invoice.


7. Pay the application fee

Indicate your preferred payment method on the MTOC application form and pay the fee. We must receive payment before we can finalise your application.

8. Application assessment

For MNZ to assess your application, you need to be available for a site visit to your operation and vessel(s).

You may be asked to provide further information, or to make changes to your operator plan as part of the application process.


9. Issue of MTOC

If you are successful, MNZ will issue you an MTOC and you can start operating straight away.
