Pilotage Training: Structured Training Programmes and Proficiency Plans

Under Subpart F of Maritime Rules Part 90 anyone providing pilotage services, including ports and other pilotage providers, must have an approved Proficiency Plan for pilots and Pilot Exemption Certificate (PEC) Holders.

Anyone who trains new or existing pilots or PEC Holders must have an approved Structured Training Programme in place.

Guidance for completing programmes and plans

The guidance documents are to help those writing a structured training programme for trainee pilots and PEC Holders, or a proficiency plan for pilots or PEC Holders.

The guidance also advises how to submit it to Maritime New Zealand (Maritime NZ) for approval. You’ll need to choose the guidance that is applicable to your situation.

The application forms contain a checklist to ensure you have covered all of the rules required to be able to process your application, and information about the fees and processing timeframes.

New applications

Please note that we cannot renew a programme or proficiency plan, so at the approval expiry of your programme or plan you will need to apply for a new approval from Maritime NZ.

Amending your structured training programme or proficiency plan

For major amendments that dramatically alter the programme or plan please use the form for major amendments.
