- New Zealand ships, warships and other ships of the New Zealand Defence Force.
- foreign ships operating in areas of the sea under New Zealand jurisdiction.

Part 170 defines the classes of garbage that may be discharged from ships and offshore installation outside the coastal marine area. It also incorporates requirements for shipboard garbage management plans, the maintenance of garbage record books and the display of placards indicating to crew and passengers the applicable garbage discharge requirements.
As with other MARPOL-based operational discharge requirements, the marine protection rules deal with such discharges outside the coastal marine area. Within the CMA (that is, within the 12 mile limit) these requirements are found in the Resource Management (Marine Pollution) Regulations 1998.
Part 170 gives effect to requirements found in Annex V of MARPOL 73/78.
