Maritime NZ is looking to make changes to the rules governing the design, construction and equipment of domestic commercial vessels.
Your feedback on draft proposals as they are developed is important. It helps us to refine our proposals and to decide how to progress the proposed changes.
Maritime NZ welcomes comment on draft proposals related to Stability, Drainage and Freeboard outlined in the exploring change document below. A one page summary, and an overview flowchart are provided to assist with reviewing this topic area.

Exploring change documents that we have previously sought comment on
During late 2021 and early 2022, Maritime NZ sought comment on the exploring change document for Life-Saving Appliances, Fire Protection, Electrical and Survey. Thank you to those who provided comment. Any additional comments on these topic areas can be sent to 40.Series@maritimenz.govt.nz.
Survey and Certificate of Survey
The 40-Series Reform Project is a multi-year project to reshape the rules governing the design, construction and equipment of domestic commercial vessels.
A high-level overview of how the new rules will be arranged, and the approach that will be applied is set out in “A proposed new regulatory framework for ship design, construction and equipment” (see below).
The Framework document is a living document which will be updated periodically to reflect on-going detailed policy work.
