Maritime and Oil Pollution Levies
Overview
In 2023 we consulted on proposed changes to the Maritime Levies and Oil Pollution Levies to ensure Maritime NZ has sufficient funding. Cabinet has now approved our recommendations for changes to those levies. Thank you to those of you who provided submissions and feedback.
It’s essential Maritime NZ has the right funding in place so we can continue to deliver our core functions and achieve safe, secure, clean and sustainable outcomes for Aotearoa. The funding review was conducted to ensure we have the right resources and capacity to meet those responsibilities.
The review proposed increases to the Maritime Levies and Oil Pollution Levies, focused on:
- ensuring we can deliver regulatory functions effectively and minimise risks
- meeting Government commitments since the last full funding review
- ensuring we can maintain our oil pollution response capabilities
- improving our performance in responding to notifications and regulatory licensing.
Many of the proposals were in response to feedback from you, our stakeholders, about areas we need to focus on to reduce regulatory risks and ensure appropriate capability for response. We also addressed the Government’s expectation that the additional funding it provided to Maritime NZ during the COVID-19 pandemic, including for seafarer welfare services and MARPOL Annex VI, will be met through Maritime Levies and Oil Pollution Levies from 1 July 2024.
Following the consultation, we reviewed submissions and made recommendations to the Minister of Transport. The decision to approve those recommendations enables us to invest in those areas where the need was identified.
The levy changes will be in effect from 1 July 2024, and will result in cost reductions for some shipping operators and increases for others.
