This rule applies to:

  • New Zealand commercial ships engaged on international voyages
  • passenger and non-passenger ships of 45 metres or more in length that proceed beyond restricted limits
  • self-propelled mobile offshore drilling units of 500 tonnes gross tonnage or more
  • fishing ships involved in international voyages, which means voyages involving a call at a port in a country outside New Zealand.

Part 73 provides for the standardised shipboard recording of routine and emergency operational information and significant, generally untoward events affecting the ship and its safety, and the safety and well-being of the people onboard.

The rules in Part 73 give effect to the various recording requirements under SOLAS 74, and provide verification of compliance with the submersion requirements of the International Convention on Load Lines 1966.

Provision is also made for recording exercises of shipboard oil pollution emergency plans, which is required to be carried under MARPOL 73/78.
