Harm Prevention Programmes

Our harm prevention programmes, cross sector initiatives and other proactive regulatory activities address key risks and causes of harm across the maritime domain.

Causes of harm in the maritime domain are often complex and systemic and require a suite of actions and a range of tools Maritime NZ, and others, can employ to make change, achieve buy-in and deliver results. For this reason, we look for opportunities to partner with the maritime sector to address harm  

Harm Prevention Programmes 

Our Harm Prevention Programmes are a key part of our regulatory approach, providing a way of ensuring our proactive regulatory work is focused on the key risks and the drivers of harm utilising data, intelligence and sector relationships. 

Through these programmes we partner with the maritime sector to: 

  • design interventions based on evidence of what will reduce harm 

  • look at what may have worked well in maritime or other sectors 

  • use a range of tools in our regulatory toolkit, bringing together capabilities across Maritime NZ  

  • consider how interventions can re-enforce or complement each other 

  • develop multi-year programmes where we monitor, measure and evaluate impact 

  • make good decisions on whether we lead, or support others in the sector to lead.  

While these programmes are enduring, the focus areas and projects evolve over time to respond to emerging risks and opportunities. 

  • Domestic commercial: Preventing harm to people, the environment and property relating to domestic commercial operations working in New Zealand waters. 

  • Ports and harbours: preventing harm to people, the environment, and property, that arises from the navigation and operation of large vessels, and those working on, and in our ports and harbours. 

  • Recreational craft: Our vision is that people on recreational craft connect to, and enjoy, the water safely. 

  • Maritime incident readiness and response: Enabling Maritime NZ to lead New Zealand’s maritime sector through full-spectrum, future-focused incident planning, readiness generation and response actions, in line with Maritime NZ’s responsibilities as the lead agency under the Maritime Transport Act 1994.

Cross-sector initiatives 

These initiatives address issues spanning the maritime sector, often in collaboration with industry. They are generally shorter-term and are reviewed and updated to reflect emerging priorities.   

  • Workforce: focused on ensuring New Zealand’s maritime industry has sufficient competent and capable people working in good conditions. 

  • New and low carbon technologies: focused on the impact of new and low carbon technologies on the maritime sector and regulatory system. We have developed a ‘New and Low Carbon Technology Pipeline’ to:  

    • streamline our approach to using our existing regulatory tools to address new technology queries and applications 

    • improve internal coordination and make our external communications more consistent and helpful to the sector  

    • guide decisions on ‘regulatory pathways’ for novel technologies.
