Who we work with
In a rapidly changing strategic environment, we need to understand how changes may affect the maritime sector. We actively develop relationships with all parts of the maritime sector and various government systems to better understand the related risks and opportunities and explore what could be done to maximise positive outcomes for New Zealand.
As a result, we have a broad understanding of the maritime system and can act as a source of insight, facilitation and advice to sector participants and the wider government on maritime issues. This includes working closely with the Ministry of Transport on significant policy issues affecting the sector.
We work with a range of organisations to develop and implement strategies that reflect shared goals and responsibilities. This page outlines key forums, committees, and partner agencies we collaborate with in New Zealand and internationally.

Sector leadership
Collaborative leadership and effective engagement with external stakeholders are key aspects of our regulatory approach as an organisation.
Strong, trusted relationships grow our understanding of the needs and aspirations of the those we work with and strengthen the impact and reach of our work. It makes us more effective as an organisation, as our work is more likely to be well-informed, trusted, and acted upon by those we regulate.
Maritime Industry Forum
The Maritime Industry Forum is intended to build partnership, collaboration and communication between organisations, including government, non-government and private, working within and holding an interest in the maritime sector. The Forum works collaboratively to ensure that members are engaged, informed about and able to influence each other’s work within the maritime industry, with the intent of contributing to a safe, sustainable and economically viable sector. Forum members include representatives from industry associations and government agencies.
The Forum is not a decision-making body. The scope of activities of the Forum includes but is not limited to the following:
- Understanding trends, risks, challenges and opportunities within the maritime sector and identifying/leading initiatives and actions in relation to those
- An ability to share information about activities and events, voice concerns, provide considered and constructive input and feedback, make recommendations and provide input to initiatives that members are pursuing within their own organisations/parts of the sector
- Sharing of best practice and ideas, including considering research and evaluation
- Providing an opportunity for networking and building of relationships.
Fishers Health and Safety Leadership Group
The Fishers Health and Safety Leadership Group is chaired by the Chief Executive of Maritime NZ. Senior leaders and representatives from deep-water operators and the inshore sector, Seafood NZ, FishFed and the New Zealand Fishing Health and Safety Forum are also members.
The aim of the Fishers Health and Safety Leadership group is to enable better engagement between Maritime NZ and all parts of the fishing sector and identify and understand the critical risks for the fishing sector, along with a collective understanding around the baseline controls for those risks.
Port Health and Safety Leadership Group
The Port Health and Safety Leadership Group is made up of port and stevedoring leaders, unions, the Port Industry Association, and Maritime NZ. We are working together to address the issue of serious harm and improve health and safety at New Zealand’s ports.
Oil Pollution Advisory Committee (OPAC)
The Maritime Transport Act 1994 establishes the authority, functions, and membership of this committee.
This statutory body is made up of representatives from regional councils, port companies, shipping, the fishing and oil industries, and other government agencies.
Committee members are appointed by the Minister of Transport. Their role is to advise
Maritime NZ on:
- the New Zealand Marine Oil Spill Response Strategy
- fixing and levying oil pollution levies
- use of the Oil Pollution Fund
- other pollution response issues.
New Zealand Safer Boating Forum
Maritime NZ leads the Forum and works with the members to coordinate safe boating activities.
