Transport Instruments

Transport instruments are a form of secondary legislation allowed by the Maritime Transport Act. The Minister of Transport can make provisions in maritime rules that allow transport instruments to be made by the Director of Maritime NZ.

Transport instruments are suitable for anything that is detailed, technical, or likely to change often, such as prescriptive standards and codes. They can also be appropriate where there needs to be some flexibility in how operators can meet the requirements.

Alternative NOx Control Measure

Transport Instrument MPTI-199-1 is an addition to the existing alternative NOx controls for domestic voyaging ships that are in Rules Part 199.

It sets out alternative standards for the following engines used on ships that stay within NZ jurisdiction:

• spark-ignition (petrol) engines such as those used in outboard motors
• engines designed for non-marine use that are used for purposes other than propulsion (e.g. engines that are used to drive a generator or winch). The standards in the transport instrument are robust. They are issued by trusted governments (the US, the European Union, and Australia) and set standards that are equivalent to the Annex VI NOx emission limits. For the specified types of engines, specified documentation that an engine complies with these standards is an acceptable alternative to an EIAPP certificate.
