Marine Protection Rules Part 142B - Documents (Record Books and Manuals) – noxious liquid substances

What Part 142B applies to

This rule applies to:

• all New Zealand ships, warships and other ships of the New Zealand Defence Force
• all foreign ships under New Zealand jurisdiction that carry noxious liquid substances in bulk.

Overview of Part 142B Regulations

Standardized recording of shipboard operations involving noxious liquid substances and their discharge, as well as the provision of shipboard manuals to guide crew involved in these operations, is a concern under Part 142B.

Part 142B gives effect to Regulations 14 and 15 of Annex II of MARPOL 73/78 and, in respect of manuals, the internationally-agreed interpretation that the Annex’s discharge and certification provisions require each ship to have a Procedures and Arrangements manual.

This rule was signed by the Minister of Transport on 20 May 1998 and came into force on 20 August 1998.
