What Part 300 applies to

This rule applies to:

  • commercial and recreational New Zealand ships at all times
  • foreign ships while voyaging in New Zealand jurisdiction.

Part 300 does not apply to warships or permanent ballast carried on ships

Introduction to Part 300

The purpose of Part 300 is to prevent, minimize and ultimately eliminate the risk to the environment, human health, property and resources arising from the transfer of harmful aquatic organisms and pathogens through the control and management of ships’ ballast water and sediment. Part 300 gives effect to the provisions of the International Convention for the Control and Management of Ships’ Ballast Water and Sediments 2004.

The Minister signed Part 300 on 1 March 2016, which will enter into force on 8 September 2017.

These rules were signed by the Associate Minister of Transport on the 1 March 2016 and came into force on 8 September 2017.

  • the United Nations Convention on the Law of the Sea 1982 (UNCLOS).
